This dude has some good bombs and he spams a lot. It's best to force him to melee by coming close. You can buff before the battle begins for an advantage. Try to keep it melee, as long as you can, he can inflict status ailments which interfere with stamina, set you on fire...etc. you are more in danger of bombs when you try to back off and heal up, so take caution when you recover health or stamina. You can try to position yourself outside while he is still in the building. Some of his bombs will hit the roof and miss you( not all) if he is outside, being inside is good.
